Every deployment is surveyed before its first unit is installed, and the survey is what the fleet's positions mean. Units report in the local planar reference established for the site (SKYLOCAL/7), not in a geographic system, and the pack is the only bridge between the two.

CONTENTS OF A SURVEY PACK

Control points	Two surveyed corners of the deployment area, in the local reference and on the client's mapping.
Calibration plate	A reference image of the survey area with the control points recorded in its metadata, for checking a unit's reported position against the plan.
Field container	The plate and its parameters packed for the field tool. The container format is versioned; the tool reads the version from the file, not from the filename.
Certificate	Laboratory certificate, valid twelve months from issue.

Issue and re-certification

Packs are issued to the client's named engineering contact only and are not published. They are re-certified annually; a pack whose certificate has lapsed should not be used to interpret positions, and the field tool will say so.

Field teams carry the current pack on every visit. Packs for concluded programmes are withdrawn and archived; the version of the container format changes from time to time and older tools will refuse a newer pack.
